They begin in the Only Up phase and degens who see potential in the new idea can start trading it immediately. As more trading occurs and excitement brews, fees are built up into a pot that is reserved for a dev who decides to take on the project.

As the community grows around an idea, devs will begin applying.

If over 25% of tokens are used to vote on a dev application and the majority of those votes are to accept, they'll be accepted to build the product and the building phase begins.
